Who Comes to a Crash Scene Out Near Perris
Perris contracts with the Riverside County Sheriff's Department rather than running its own police force, and the Perris Station at 137 North Perris Boulevard, Suite A, handles crashes inside the city along with a wide stretch of surrounding unincorporated land, including Mead Valley, Homeland, and the area around Lake Perris. On Interstate 215 or on county roads outside city limits, the California Highway Patrol's Riverside Area office, which patrols I-215 along with I-15, SR-60, SR-71, and SR-91 across western Riverside County, is more often the agency that responds and writes the report.
Because Perris sits between two agencies this way, it is worth confirming at the scene, or soon after, which agency actually took the report before you call around looking for a copy.
Public Entities Behind a Perris Area Crash
A number of Perris crashes happen on roads where more than one government body has some responsibility. The City of Perris maintains city streets, Riverside County maintains the unincorporated roads surrounding the city, and Riverside Transit Agency runs the local and regional bus routes that serve Perris and connect it to Riverside, Moreno Valley, and Temecula. Any of these could be a defendant if a bus, a poorly maintained road, or a malfunctioning signal contributed to your crash, and the Perris Union High School District's bus routes add another possible public entity if a school vehicle was involved.
A claim against a government body like these follows a different deadline than a claim against a private driver. Government Code section 911.2 generally requires a written claim within six months of the crash, far shorter than the two years generally allowed under Code of Civil Procedure section 335.1 for an ordinary claim.

The Metrolink 91/Perris Valley Line ends its route in the city at the Perris-Downtown and South Perris stations, and the Riverside County Transportation Commission's own project records describe at-grade crossings along this line that were upgraded with flashing signals, gates, and raised medians when the extension into Perris was built. Drivers and pedestrians crossing those tracks have to watch for an oncoming commuter train on top of ordinary cross traffic, and a backup of cars waiting for a train to clear can create its own rear end crash risk on the streets feeding into downtown Perris.
When a crash happens at or near one of these rail crossings, or while traffic was stopped because a train was passing, that detail belongs in your description of what happened. It can affect which agency investigated and whether railroad crossing signal records exist as evidence.
