Beach Boulevard, a state route, and a walking safety study
Beach Boulevard runs through Westminster as State Route 39. In early 2026 the City of Westminster, working with the Southern California Association of Governments, asked residents to take a survey as part of a Walking Safety Assessment covering approximately 4.5 miles of SR-39, from Starr Street in Stanton to Hazard Avenue in Westminster. The city says the 2025 to 2027 study includes walk audits, workshops and pop-up events, and that its survey was offered in English, Spanish and Vietnamese.
The study is about future design ideas, not about any one crash. It does tell you something practical, though: people on foot and on bikes along this corridor are a known concern for the city. If you were hurt crossing Beach Boulevard or at a driveway along it, record the exact cross street, the signal phase if you remember it, and the lighting.
Because SR-39 is a state route, a claim over road design or maintenance there may involve a public entity rather than only a driver. Fountain Valley, the next city south of Westminster, has two hospitals on the county's list of 9-1-1 receiving centers: UCI Health Fountain Valley and Orange Coast Memorial Medical Center. The county's designated trauma centers are Orange County Global Medical Center in Santa Ana (Level II), UCI Medical Center in Orange (Level I adult), and Mission Hospital in Mission Viejo. Where an ambulance takes you depends on your condition and the medics' judgment, so there is nothing to choose or plan ahead.
What you can control is the paperwork. Tell the emergency team everything that hurts, even minor soreness, and ask for copies of your discharge instructions. If English is not your first language, ask the hospital whether interpretation is available so your symptoms are recorded accurately. Accurate early notes make it easier to show later what the crash caused.
