Newport Beach draws a volume of visitor and seasonal traffic that few Orange County cities see at the same scale — Pacific Coast Highway packed with beachgoers, Fashion Island's parking structures circling with shoppers, and one of the busiest small-craft harbors on the West Coast pulling in boat traffic on top of it all. Why Newport Beach's cases matter locally
A lot of Newport Beach's traffic isn't local at all — visitors circling Fashion Island for parking, out-of-town boat owners navigating the harbor for the first time, and Pacific Coast Highway itself carrying far more beach traffic on a summer weekend than its signals were built to handle. SR-73, the toll road, and I-405 both feed that same crowd toward the peninsula and Corona del Mar. A collision caused by an unfamiliar visitor driver often raises different insurance questions than one between two local commuters — sometimes an out-of-area policy, sometimes a rental agreement, sometimes both.
Getting a Newport Beach police collision report
Newport Beach has its own police department, with headquarters at 870 Santa Barbara Drive. Its records page explains two ways to request a traffic collision report: by phone through the front desk at (949) 644-3681 (open daily from 8 a.m. to 6 p.m.), or by mail. Have your case number or event number ready.
The department asks you to wait at least 14 days after the collision, and complicated cases can take longer. A mailed request needs a note with your name, role in the crash, case number, address and phone, a copy of government photo ID, and a $5 check payable to the City of Newport Beach. Only involved parties or authorized representatives, such as attorneys, insurers, or the parents of a minor, can request the report, and a representative needs a signed waiver.
If your crash was on a freeway or toll road, the California Highway Patrol rather than city police is more likely to have written it, and you would request that report with form CHP 190. Reports in a visitor-heavy city can involve out-of-area drivers, so check that the other driver's name, insurer and vehicle details were recorded correctly.
Newport Beach claims that reach city hall, OCTA, Caltrans or the toll road
If a city sidewalk, signal or vehicle played a part in your injury, the City Attorney's office says a claim must be filed with the City Clerk within six months of the incident, which matches Government Code 911.2. The Clerk's office is at 100 Civic Center Drive, and claims can be mailed or delivered in person. Calling (949) 644-3005 gets a claim form mailed to you.
Other public bodies can be involved:
- OCTA: The agency lists bus routes 55, 57, 71 and 79 in Newport Beach.
- Caltrans District 12: It manages state routes in Orange County, including State Route 1 (Pacific Coast Highway) and State Route 73.
- San Joaquin Hills Transportation Corridor Agency: It operates State Route 73, the toll road, as a public agency.

Cyclists, drinking, and speed: Newport Beach in the 2022 rankings
The Office of Traffic Safety's 2022 rankings treat rank 1 as the worst result. Newport Beach was in Group C (104 agencies, average population about 82,700). Its bicyclist victims ranked 9 of 104 (59 victims), alcohol-involved victims ranked 14 (90 victims), and speed-related collisions ranked 15 (114 collisions). Total fatal and injury victims were 452, ranked 66.
OCTA's Pacific Coast Highway corridor study, completed in March 2016, found safety conflicts among vehicles, bicycles and pedestrians along the coast route. For Newport Beach it pointed to heavy pedestrian and bicycle activity near Mariners Mile and Corona del Mar, and to conflicts between bicycles and right-turning vehicles in west Newport.
