Garden Grove sits almost directly between two of Orange County's busiest freeways — I-5 and SR-22 converge just north of the city near what locals call the "Orange Crush" interchange — which means Garden Grove residents deal with some of the densest commuter traffic in the county on both ends of the day. Why Garden Grove's cases matter locally
Garden Grove sits right where I-5 and SR-22 come together at the interchange locals call the Orange Crush, and that geography — plus the daily flow along Euclid Street and Garden Grove Boulevard — makes rush-hour merging and rear-end collisions a consistent source of injury claims here. Garden Grove is also one of the more densely populated cities in the county, which means more surface-street traffic per square mile than many of its neighbors.
Requesting a Garden Grove collision report
The Garden Grove Police Department accepts report requests two ways. You can go to the front desk Monday through Friday, 8 a.m. to 5 p.m., with a valid ID and a completed Request for Release of Police Records Information form. Or you can use the secure online request portal linked from the city's website. Fees may apply either way. The department says every request is reviewed for eligibility and can take up to 10 business days, and for traffic collisions it asks you to allow at least 21 days from the crash before you ask. Eligible requesters include someone injured, someone with property damage, an authorized representative, or an insurance carrier with a claim.
Freeway crashes go through the California Highway Patrol instead. The CHP's Santa Ana Area office in Santa Ana says its territory includes I-5, SR-22, and SR-55, and that about 540,000 vehicles a day pass the Orange Crush, where I-5, SR-22, and SR-57 converge. The Westminster Area office also lists I-5 and SR-22. For either, you request the report on form CHP 190, and only a party of interest may do so.
If a city street or a city worker played a part
Garden Grove takes claims for damages through its City Clerk, at 11222 Acacia Parkway (mailing address P.O. Box 3070, Garden Grove, CA 92842-3070). The city's page says all claims must be submitted no later than six months after the incident. The clerk forwards the claim to Risk Management in the Finance Department, which says it will contact you within six weeks.
The same page makes a point worth knowing: the city processes claims for harm caused by the city or its employees, and it says it is not responsible for injuries caused by unaffiliated third parties. In practice, a claim built on a dangerous roadway condition or a city vehicle is a city matter, while a crash caused only by another driver is not.
Other agencies may be involved depending on where you were hurt. County of Orange claims are filed with the Clerk of the Board of Supervisors at 333 W. Santa Ana Boulevard, Suite 465, in Santa Ana. Bus incidents involve OCTA's Risk Management office. Caltrans District 12 serves Orange County and handles state highways, including freeways such as SR-22. The six-month rule of Government Code 911.2 generally applies to all of them.

The Office of Traffic Safety (OTS) compares cities of similar size, and rank 1 means the worst. Garden Grove is in Population Group B (100,001 to 250,000 people), which had 61 cities in the 2022 rankings. It ranked 38th of 61 for total fatal and injury crash victims, with 659 victims.
By category, bicyclist victims were Garden Grove's highest rank at 16th. Hit-and-run crashes ranked 29th, pedestrian victims 31st, speed-related collisions 37th, nighttime collisions 39th, and alcohol-involved victims 57th. In other words, the city sat in the lower middle of its group for most measures.
