Downey shows up near the worse end of a statewide list. The California Office of Traffic Safety (OTS) ranks cities within population groups, and rank 1 is the worst. In its 2022 rankings, Downey was in Group B, cities of about 100,000 to 250,000 people, with an average population of 111,656. It ranked 8th of 61 agencies for total fatal and injury victims, with 797 victims counted.
Several lines are worth knowing. Speed-related collisions ranked 9th of 61 (105 collisions), nighttime collisions ranked 10th, and hit-and-run collisions ranked 12th (65). Bicyclist victims ranked 14th (33 victims) and pedestrian victims 21st (38). Alcohol-involved victims numbered 64 and ranked 19th.

The C Line, the freeways, and when a public agency is involved
Downey has a stop on a rail line that most local drivers share a road with. Metro's C Line runs along the median of Interstate 105, and its Lakewood Boulevard station is in Downey. Metro is the Los Angeles County Metropolitan Transportation Authority, a public agency. The freeways around the city, I-5, I-605, and I-105, are state highways under Caltrans.
That mix matters because a crash involving a Metro vehicle, a city truck, or a state roadway defect is not handled like a crash between two private drivers. A written claim against a public entity generally must be presented within six months (Government Code 911.2). A suit against a private driver generally has two years under Code of Civil Procedure 335.1.

Asking the Downey Police Department for your report
For a crash on Downey's surface streets, the Downey Police Department's Records Bureau handles traffic collision reports. Its page lists hours of Monday through Friday, 7:30 am to 5:30 pm, and Saturday and Sunday, 2:30 pm to 5:00 pm, with a phone number of (562) 904-2315. The department also makes reports available online, and a local newspaper report said it set that up through LexisNexis. Fees have been described differently in different places, so ask the Records Bureau what applies to you before you go.
Police photographs are a separate request. The bureau lists them as available for an additional charge, which can be worth asking about if your injuries came from a collision with visible vehicle damage.
If the crash was on I-5, I-605, or I-105, the report will usually come from the California Highway Patrol instead, requested on form CHP 190 in person at an Area office or by mail.
