A city built from nine older communities
Jurupa Valley is one of California's newer cities — voters approved incorporation by Measure A on March 8, 2011, and the city became official on July 1, 2011, as the 482nd city in California and the 28th in Riverside County. What makes Jurupa Valley different from its neighbors is what it's made of: rather than growing up around a single downtown, it was stitched together from nine older unincorporated communities — Rubidoux, Glen Avon, Mira Loma, Pedley, Indian Hills, Belltown, Sunnyslope, Crestmore Heights, and Jurupa Hills — spread across roughly 44 square miles between the Santa Ana River and the hills along the San Bernardino County line. That history still shows: the city's own description notes a mix of high- and low-density residential neighborhoods, working farms and other agricultural land, and commercial and industrial activity all sitting inside the same city limits, which is a different character than Eastvale's newer master-planned subdivisions or Norco's horse-property zoning to the west.
That patchwork geography matters for a DUI case because it determines who responds first. Rubidoux and Pedley sit closest to the Santa Ana River corridor and the Riverside city line; Mira Loma and Glen Avon sit north and west toward Eastvale and Ontario. Interstate 15 and State Route 60 are the city's two main traffic corridors, and both carry heavy commuter and truck volume through Jurupa Valley at all hours — exactly the kind of mixed freeway/surface-street traffic pattern that produces DUI stops from more than one agency on the same night.
Who polices a Jurupa Valley DUI stop
Jurupa Valley has no police department of its own. The city contracts with the Riverside County Sheriff's Department, which runs a station named specifically for the city — the Jurupa Valley Station, at 7477 Mission Blvd., Jurupa Valley, CA 92509 — under Captain Justin Rowan. That station's own description of its service area is unusually specific: alongside contract patrol for the cities of Jurupa Valley, Eastvale, and Norco, it separately lists the older communities folded into Jurupa Valley by name — Belltown, Glen Avon, Indian Hills, Mira Loma, Pedley, Rubidoux, and Sunnyslope — plus the unincorporated area of Highgrove.
On the freeway side, the California Highway Patrol's Riverside Area office, 8118 Lincoln Ave., Riverside, CA 92504, patrols Interstate 15, Interstate 215, State Route 60, State Route 71, and State Route 91 across western Riverside County, including the SR-60 and I-15 segments that run through Jurupa Valley. A DUI arrest made on those freeways is a CHP arrest even though it happens inside Jurupa Valley city limits; a DUI arrest on a surface street like Mission Boulevard, Limonite Avenue, or Van Buren is handled by Sheriff's deputies working the Jurupa Valley Station contract.
- Jurupa Valley Station (Riverside County Sheriff's Department), 7477 Mission Blvd., Jurupa Valley, CA 92509 — handles patrol and DUI stops on city surface streets under the city's police-services contract.
- California Highway Patrol, Riverside Area office, 8118 Lincoln Ave., Riverside, CA 92504 — handles DUI stops on I-15, I-215, SR-60, SR-71, and SR-91 through Jurupa Valley.
- California's Office of Traffic Safety 2023 rankings placed Jurupa Valley (Group B, average population 106,888) at 19th out of 62 comparable cities for DUI arrests (111 arrests) and 4th out of 62 for alcohol-involved-collision victims killed or injured (100 victims) — a markedly worse collision outcome than its arrest-count rank alone suggests.
Where a Jurupa Valley DUI case is heard
A DUI arrest in Jurupa Valley — whether made by the Sheriff's Jurupa Valley Station or by CHP on SR-60 or I-15 — is filed at the Riverside Hall of Justice, 4100 Main St, Riverside, CA 92501, which handles the western/central Riverside County caseload under the Riverside County District Attorney's Western Region jurisdiction map. That means a Jurupa Valley case proceeds alongside DUI cases from Riverside, Rubidoux's immediate neighbors, and the rest of the western county, not in a separate Jurupa Valley courtroom — Jurupa Valley does not have, and has never had, its own courthouse.

The DMV, the 10-day deadline, and getting around during a suspension
After a California DUI arrest, you have only 10 days to request a DMV administrative hearing (an APS hearing) to try to keep your license — miss that window and the suspension becomes automatic, separate from whatever happens in the criminal case at the Riverside Hall of Justice. The nearest confirmed DMV field office to Jurupa Valley is the Riverside DMV field office, 6280 Brockton Avenue, Riverside, CA 92506; Jurupa Valley residents without a licensed driver in the household during a suspension should plan around that distance, since Jurupa Valley has no county courthouse or state licensing office of its own. Read more about the hearing process on our DMV hearing page.
The Santa Ana River runs along Jurupa Valley's southern edge, separating Rubidoux and Pedley from the city of Riverside across the water — a stretch that includes the Santa Ana River Trail and several river-adjacent parks. It's a scenic boundary, but it also means some of the most direct routes between Jurupa Valley neighborhoods and Riverside's courthouse and DMV office cross river bridges with limited crossing points, which is worth factoring into hearing-day and court-date planning if you're relying on rides or transit rather than driving yourself.
