A city that just got its own police department
For most of its history as an incorporated city, Canyon Lake contracted with the Riverside County Sheriff's Department for police service — most recently under a five-year agreement the Board of Supervisors approved in 2021, running from July 1, 2021 through June 30, 2026, administered out of the Lake Elsinore Sheriff's Station. That arrangement changed in 2026: city leaders opted not to renew the Sheriff's contract and instead stood up Canyon Lake's own municipal police department, citing local control over staffing, equipment, and grant funding. The city swore in its first police chief, Jim Rayls, at a City Council meeting on May 26, 2026 — notably, Rayls had already been overseeing Canyon Lake's contracted policing as the Sheriff's captain in command of the Lake Elsinore Station since 2022, so the transition kept the same commanding officer while changing which agency he answers to. The new department's officers were sworn in at a separate ceremony in early August 2026 (local reporting gives the exact start date as anywhere from August 1 to August 10, 2026), operating out of space on the lower level of Canyon Lake's City Hall. If you were arrested recently, it's worth confirming with us which agency's report you're dealing with — the Sheriff's Department's or the new Canyon Lake PD's — since the handoff happened only months before this page was written.
Because no state highway or interstate runs through Canyon Lake's roughly 4.4 square miles, the overwhelming majority of DUI stops inside the city are made by local officers (the new Canyon Lake PD now, the Sheriff's Department before it) rather than the California Highway Patrol. Nearly all of Canyon Lake's streets sit behind its perimeter gates and are technically private roads owned by the Canyon Lake Property Owners Association — but that does not put them outside the reach of California's DUI laws. Riverside County Sheriff's officials have said publicly that DUI and reckless-driving statutes apply on every public and private roadway in the state, Canyon Lake's gated streets included. A December 2023 sobriety checkpoint on Golden Gate Drive near the community's Main Gate, run by sheriff's deputies, resulted in four DUI arrests and specifically screened both cars and golf carts — a reminder that in a community where golf carts are a routine way to get around inside the gates, driving one while impaired is still a DUI.
- California's Office of Traffic Safety ranked Canyon Lake (population group E, average population 11,086) 33rd of 103 comparable cities for DUI arrests in 2023, with 12 reported — but 11th of 103 for alcohol-involved collision victims, a notably worse rank that suggests more drunk-driving crash harm than the arrest count alone implies.
- A 2023 sheriff's sobriety checkpoint inside the gates, on Golden Gate Drive near the Main Gate, led to four DUI arrests in a single operation and checked golf carts as well as cars.
- The Canyon Lake Property Owners Association separately requires anyone operating a boat on the lake itself to carry a California Boater Card and to yield to Marine Patrol vessels — a boating-under-the-influence exposure most Riverside County DUI pages never have to mention.
Your case goes to the Southwest Justice Center in Murrieta
A DUI arrest anywhere in Canyon Lake — inside the gates or on the public stretch of Railroad Canyon Road that runs along the city's edge — is filed at the Southwest Justice Center, 30755 Auld Road, Murrieta, CA 92563. That courthouse is the single criminal court for Riverside County's I-15 southwest corridor, and its own page on this site lists Canyon Lake by name alongside Temecula, Murrieta, Menifee, Lake Elsinore, and Wildomar as cities whose cases it hears. The Riverside County District Attorney's Southwest Region office prosecutes the case rather than the City of Canyon Lake, which — like most small California cities — has no city attorney handling criminal DUI prosecution.

Booking after a Canyon Lake DUI arrest
Canyon Lake's new police department is small and, like the Sheriff's substation before it, does not operate its own jail. The Southwest Justice Center shares its campus with the Southwest Detention Center in French Valley, which makes it the most likely booking destination for a Canyon Lake DUI arrest — but we have not independently confirmed the new department's exact transport and booking procedures since the August 2026 transition, and routing to the Robert Presley Detention Center in Riverside or another county facility is also possible depending on the circumstances of the stop. Ask us to track down the specific booking facility during your free consultation if a family member was arrested and you're trying to locate them.
No DMV office inside the gates — the 10-day clock still runs
Canyon Lake has never had its own DMV office. The closest DMV location of any kind is a self-service kiosk inside the Albertsons at 30901 Riverside Drive in Lake Elsinore — but kiosks handle routine registration and record requests only; they cannot take a DUI administrative per se (APS) hearing request. The nearest locations offering any in-person licensing services are in Temecula and Murrieta, several miles south on the I-15 corridor. In practice, that means the fastest way to protect your license is to call the DMV's statewide Driver Safety line directly at (833) 543-7703 rather than trying to find a nearby office — and the 10-day countdown from your arrest keeps running regardless of how far away the nearest DMV counter is.
Built around a dam, incorporated as a city in 1990
Canyon Lake began in 1968 as a master-planned private community developed by the Corona Land Company around an existing reservoir, impounded behind the Railroad Canyon Dam (built in the late 1920s), which had supplied water to the Temescal Valley since long before any houses surrounded it. The community incorporated as its own city on December 1, 1990, after its property owners association studied whether cityhood made sense — and the result is unusual even by California standards: nearly the entire city sits behind guarded, gated entrances, making Canyon Lake one of only a handful of fully gated incorporated cities anywhere in the state. The lake itself remains private, open only to residents and their guests, with its own Marine Patrol and boater-card requirements layered on top of ordinary California traffic and boating law. As of the 2020 Census, roughly 11,082 people lived inside the gates. Sitting between Lake Elsinore and Menifee/Sun City in southwest Riverside County, Canyon Lake's closest commercial and freeway access runs through Railroad Canyon Road toward Interstate 15 — the same corridor that puts a Canyon Lake DUI case before the Southwest Justice Center rather than any courthouse closer to home, since Canyon Lake has never had its own courthouse. For what a license suspension does and doesn't let you do while your case is pending, see our license suspension page.
