How DUIs are policed in Rolling Hills Estates

Rolling Hills Estates does not operate its own police department. The city contracts for law enforcement with the Los Angeles County Sheriff's Department (LASD), through the Lomita Station at 26123 Narbonne Ave, Lomita, CA 90717 — the same regional station that also serves Lomita, Rancho Palos Verdes, and the gated city of Rolling Hills under a joint Regional Contract Law Committee. A DUI stop on Palos Verdes Drive North, Silver Spur Road, Crenshaw Blvd near Peninsula Center, or any other Rolling Hills Estates street is typically a Lomita Station deputy, not a city police officer.

California Highway Patrol's South Los Angeles Area office (19700 Hamilton Ave, Torrance, CA 90502) has primary jurisdiction over the Harbor Freeway (SR-110) and mutual-aid coverage for the surrounding South Bay/Palos Verdes communities, but Rolling Hills Estates' own city streets — including the Crenshaw Blvd corridor as it approaches the Peninsula — are patrolled by LASD, not CHP. Which agency made the stop can matter for how the police report and chemical-test paperwork are written.

Where a Rolling Hills Estates DUI case is heard

The Los Angeles County Superior Court assigns Rolling Hills Estates DUI cases to the Torrance Courthouse, which the court's own jurisdiction record lists as covering Gardena, Hermosa Beach, Lawndale, Lomita, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, and the area of Torrance west of Western Ave. That means every city on the Palos Verdes Peninsula — Rolling Hills Estates, Rolling Hills, Rancho Palos Verdes, and Palos Verdes Estates — funnels into the same Torrance courtroom, even though they are separate cities with very different character.

Booking and getting a car back after a Rolling Hills Estates arrest

A DUI arrest in Rolling Hills Estates is typically processed first at the Lomita Station, then — depending on the circumstances and any outstanding holds — transferred into the county system through the Inmate Reception Center (IRC) at 450 Bauchet St, Los Angeles, CA 90012 (Inmate Information/Intake: (213) 473-6100), the countywide intake point for LASD custody. A vehicle towed or impounded from a Rolling Hills Estates stop is usually released from whichever tow yard the deputy's report names; Ron's office can help confirm the correct yard, impound length, and release paperwork from the Lomita Station report.

South Coast Botanic Garden and the Peninsula Center — not to be confused with Rolling Hills

Rolling Hills Estates is a public, open city of roughly 8,000 residents with real commercial life — it is not the gated, private equestrian city of Rolling Hills next door, which has guarded entrances and no commercial district at all. Rolling Hills Estates is home to the South Coast Botanic Garden, a 87-acre public garden with a genuinely unusual history: the land was first a diatomaceous-earth strip mine (1929–1956), then a Los Angeles County sanitary landfill (1957–1965) that took in roughly 3.5 million tons of refuse, before the county began reclaiming it as a botanic garden starting in 1961 — it is recognized as the first botanic garden in the world built on a sanitary landfill. The city's other defining landmark is the Peninsula Center / Peninsula Shopping Center on the Avenue of the Peninsula, a roughly 300,000-square-foot retail district anchored by stores like TJ Maxx, Pavilions, Ulta Beauty, and Petco, with a weekend farmers market — the Palos Verdes Peninsula's largest commercial hub. Neither the botanic garden nor the shopping center exists in Rolling Hills, the separate gated city.

Rolling Hills Estates DUI cases are filed at the Torrance Courthouse, 825 Maple Ave, Torrance, CA 90503, along with cases from every other city on the Palos Verdes Peninsula.
Is Rolling Hills Estates the same as Rolling Hills?
No — Rolling Hills Estates and Rolling Hills are two separate, adjacent cities on the Palos Verdes peninsula. Rolling Hills Estates is a public, open city of about 8,000 people with normal city streets, the South Coast Botanic Garden, and the Peninsula Center shopping district. Rolling Hills is a smaller, gated, private equestrian community with guarded entrances and no commercial areas. Both are policed by the same LASD Lomita Station and both route their DUI cases to the same Torrance Courthouse, but they are not the same city.

After an arrest there, booking is typically processed through the station and, depending on the case, the LA County Inmate Reception Center at 450 Bauchet St, Los Angeles. Call Ron Chini's office and we'll help confirm where a specific arrestee is being held.
