A DUI arrest in Bell, Bell Gardens, Downey, or La Mirada runs through the same building: the Downey Courthouse on East Imperial Highway, one of the Los Angeles County Superior Court's Southeast District courthouses. The court's own jurisdiction list also names South Gate and the misdemeanor side of Norwalk cases. Four different police departments and a Sheriff's contract city feed cases into this one courthouse, which makes knowing who arrested you — and who is prosecuting — the first thing worth sorting out. Ron Chini defends DUI cases at the Downey Courthouse from his Irvine office, and the clock that matters most in the first 10 days has nothing to do with this building at all: it's the DMV's.
Downey Courthouse — court & DMV details
Why your case is here
The Downey Courthouse sits at 7500 E. Imperial Hwy., a few blocks from the Stonewood Center and the Rio Hondo, and it is the Southeast District's workhorse for misdemeanor and lower-level felony DUI arraignments out of the southeast Los Angeles County/Gateway Cities area. Downey itself is a dense, built-out suburb best known as the home of the Original McDonald's Site & Museum — the oldest continuously operating McDonald's restaurant in the country, opened in 1953 — and the Columbia Memorial Space Center, a science museum built on the former North American Aviation/Rockwell/Boeing plant where every Apollo command module and all six Space Shuttle orbiters were built. None of that history changes how a DUI case moves through the building, but it's a reminder that this courthouse serves a real, specific community, not a zip code on a spreadsheet.
Four cities in this courthouse's jurisdiction — Bell, Bell Gardens, Downey, and South Gate — each run their own municipal police department, so the officer who wrote your report works for the city where you were stopped. La Mirada is different: it has no city police department of its own and instead contracts its patrol coverage to the Los Angeles County Sheriff's Department through the Norwalk Station, the same station that patrols Norwalk. On the freeways, coverage splits again — the CHP's Santa Fe Springs Area office patrols I-5, I-605, and SR-91 through Downey, La Mirada, and Norwalk, while the CHP's East Los Angeles Area office covers the I-710 corridor nearer Bell, Bell Gardens, and South Gate. Which agency wrote your report shapes what evidence exists and who can be cross-examined about the stop.
The Norwalk wrinkle — misdemeanor vs. felony
Norwalk appears in this courthouse's official jurisdiction list too, which can be confusing. The split is by charge level: a misdemeanor Norwalk DUI is typically heard here, at the Downey Courthouse, while a felony Norwalk DUI generally goes to the separate Norwalk Courthouse on Norwalk Boulevard — a different building that is not yet one of our dedicated courthouse pages. If your citation says Norwalk, don't assume either building automatically; see our Norwalk DUI page for the fuller picture, and confirm your specific department from the paperwork or the clerk.
Who prosecutes a DUI from these cities
Los Angeles County has ten cities that prosecute their own misdemeanors through a dedicated city prosecutor — Burbank, Hawthorne, Hermosa Beach, Inglewood, Long Beach, Los Angeles, Pasadena, Redondo Beach, Santa Monica, and Torrance. None of Bell, Bell Gardens, Downey, La Mirada, or South Gate is on that list. That means a DUI out of any of these five cities — misdemeanor or felony — is filed and prosecuted by the Los Angeles County District Attorney's Office, the same office handling cases from most of the rest of the county. Owning your own police department (as Downey, South Gate, Bell, and Bell Gardens do) is a separate question from who prosecutes the case once it's filed — the DA's office does that part regardless of which local agency made the arrest.
After the arrest — booking and custody
Each city department processes its own arrests first. Downey PD, for example, runs a small city jail that functions as an initial intake and short-term holding facility — most people arrested on a DUI are either cited and released or transferred to a Los Angeles County jail facility within a few hours, rather than held locally for any length of time. Bell PD, Bell Gardens PD, and South Gate PD follow a similar local-booking-then-county-transfer pattern, and anyone arrested by the Sheriff out of the Norwalk Station (which covers La Mirada) is typically processed there before any county transfer. If you're not sure where someone is in custody, the arresting agency's own booking log or watch commander line is the fastest way to find out — guessing wastes time you don't have.
The 10-day DMV deadline
Whichever of these five cities you were arrested in, and whichever agency wrote the report, the DMV's clock runs the same way: you have 10 days from the arrest to request a DMV hearing, or your license is automatically suspended. This deadline has nothing to do with your Downey Courthouse court date — it's a separate administrative process, and missing it forecloses your chance to fight the suspension before it happens. California now holds these Driver Safety hearings by phone or video; call (833) 543-7703 to request one. How the DMV hearing works →
How Ron defends a DUI at the Downey Courthouse
Ron starts by pinning down two things that drive everything else: which agency made the arrest — Downey PD, South Gate PD, Bell PD, Bell Gardens PD, or the Sheriff's Norwalk Station for a La Mirada stop — and whether the Los Angeles County District Attorney's office has filed the charge as a misdemeanor or a felony. From there he requests the full report, any body-camera or patrol video, and the chemical test records, and examines the basis for the stop, how field sobriety tests were administered, and how any breath or blood sample was collected, stored, and analyzed. Some cases resolve through negotiation, others through a suppression motion or trial. He does not claim to be a certified specialist, and no result is ever guaranteed — but Ron's office is in Irvine, and he appears with clients at the Downey Courthouse and works the DMV side of the case in parallel, since the two deadlines don't wait for each other.
